  SA 3581. Ms. SMITH submitted an amendment intended to be proposed by 
her to the bill S. 2296, to authorize appropriations for fiscal year 
2026 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. __. RURAL EMERGENCY HOSPITAL FIX.

       (a) In General.--Section 1861(kkk)(3) of the Social 
     Security Act (42 U.S.C. 1395x(kkk)(3)) is amended, in the 
     matter preceding subparagraph (A), by inserting ``January 1, 
     2020, or'' after ``as of''.
       (b) Implementation.--Notwithstanding any other provision of 
     law, the Secretary of Health and Human Services may implement 
     the amendment made by subsection (a) by program instruction 
     or otherwise.
