  SA 3583. Mr. HEINRICH submitted an amendment intended to be proposed 
by him to the bill S. 2296, to authorize appropriations for fiscal year 
2026 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the end of subtitle F of title X, add the following:

     SEC. 1067. REQUIREMENT TO USE ITEMS PRODUCED IN THE UNITED 
                   STATES.

       Section 604 of the American Recovery and Reinvestment Act 
     of 2009 (6 U.S.C. 453b) is amended--
       (1) in subsection (b), by adding at the end the following:
       ``(2) Soft sided structures, such as tents, with raised, 
     insulated floor systems, stairs, elevated walkways, and LED 
     lights.
       ``(3) Beds, mattresses, and linens.
       ``(4) External power distribution systems.
       ``(5) Internal walls constructed with semi-rigid or rigid 
     materials that promote physical security and safety.
       ``(6) Covered walkways.'';
       (2) in subsection (c), by striking ``subsection (b)(1)'' 
     and inserting ``paragraph (1) or (2) of subsection (b)'';
       (3) in subsection (d), by inserting ``paragraph (1) or 
     (2)'' before ``subsection (b)'';
       (4) in subsection (e), in the matter preceding paragraph 
     (1), by striking ``Subsection'' and inserting ``With respect 
     to a covered item described in subsection (b)(1), 
     subsection''; and
       (5) in subsection (f), by striking ``Subsection'' and 
     inserting ``With respect to a covered item described in 
     subsection (b)(1), subsection''.
