  SA 3582. Ms. SMITH (for herself and Ms. Klobuchar) submitted an 
amendment intended to be proposed by her to the bill S. 2296, to 
authorize appropriations for fiscal year 2026 for military activities 
of the Department of Defense, for military construction, and for 
defense activities of the Department of Energy, to prescribe military 
personnel strengths for such fiscal year, and for other purposes; which 
was ordered to lie on the table; as follows:

       At the end of subtitle F of title X, add the following:

     SEC. 1067. PAYMENT FOR ADDITIONAL LANDS ACQUIRED IN NORTHERN 
                   MINNESOTA.

       Section 5 of the Act of June 22, 1948 (commonly known as 
     the ``Thye-Blatnik Act'') (62 Stat. 570, chapter 593; 16 
     U.S.C. 577g), is amended by striking ``of the fair appraised 
     value of such'' and inserting ``of the highest fair appraised 
     value, including historical fair appraised values, as 
     determined by the Secretary of Agriculture in accordance with 
     this section, of such''.
