       At the end of subtitle F of title X, insert the following:

     SEC.___. PAYMENTS FOR LEASE OF METROPOLITAN WASHINGTON 
                   AIRPORTS.

       Section 49104(b) of title 49, United States Code, is 
     amended to read as follows:
       ``(b) Payments.--Under the lease, the Airports Authority 
     must pay to the general fund of the Treasury annually an 
     amount, computed using the GNP Price Deflator--
       ``(1) during the period from 1987 to 2026, equal to 
     $3,000,000 in 1987 dollars; and
       ``(2) for 2027 and subsequent years, equal to $15,000,000 
     in 2027 dollars.''.
