  SA 3526. Ms. WARREN submitted an amendment intended to be proposed by 
her to the bill S. 2296, to authorize appropriations for fiscal year 
2026 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

        At the end of subtitle F of title X, add the following:

     SEC. 1067. SUBMISSION AND PUBLICATION OF STANDARDS FOR 
                   DETENTION AND RULES FOR USE OF FORCE APPLICABLE 
                   TO INSTALLATIONS OF DEPARTMENT OF DEFENSE WHERE 
                   ALIENS ARE HELD.

       (a) Submission and Publication of Standards.--Not later 
     than 30 days after the date of the enactment of this Act, the 
     Secretary of Defense shall submit to the Committees on Armed 
     Services of the Senate and the House of Representatives any 
     standards for detention and rules for the use of force 
     applicable to installations of the Department of Defense 
     where aliens are held and publish on a publicly available 
     website any unclassified information relating to such 
     standards and rules.
       (b) Alien Defined.--In this section, the term ``alien'' has 
     the meaning given that term in section 101 of the Immigration 
     and Nationality Act (8 U.S.C. 1101).
