  SA 3525. Ms. WARREN submitted an amendment intended to be proposed by 
her to the bill S. 2296, to authorize appropriations for fiscal year 
2026 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. __. PROHIBITION ON USE OF FUNDS FOR TRANSPORT OF 
                   INDIVIDUALS TO UNITED STATES NAVAL STATION, 
                   GUANTANAMO BAY, CUBA, FOR DETENTION, 
                   IMPRISONMENT, OR REMOVAL PURPOSES.

       Notwithstanding any other provision of law, no amounts 
     authorized to be appropriated or otherwise made available for 
     the Department of Defense may be used to transfer, or to 
     support the transfer of, any individual from the United 
     States to United States Naval Station, Guantanamo Bay, Cuba, 
     for the purpose of detention, imprisonment, or removal from 
     the United States.
