  SA 3522. Mr. KELLY submitted an amendment intended to be proposed by 
him to the bill S. 2296, to authorize appropriations for fiscal year 
2026 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

        At the end of subtitle E of title III, add the following:

     SEC. 350. CONVEYANCE OF CERTAIN AIRCRAFT FROM THE NAVY TO THE 
                   NATIONAL NAVAL AVIATION MUSEUM IN PENSACOLA, 
                   FLORIDA.

       (a) Authority.--The Secretary of the Navy (in this section 
     referred to as the ``Secretary'') may transfer (by sale, 
     gift, or otherwise, including by loan) to the National Naval 
     Aviation Museum in Pensacola, Florida (in this section 
     referred to as the ``Museum''), all right, title, and 
     interest of the United States in one or more F-14 Tomcat 
     aircraft currently in the custody of the Department of the 
     Navy or the Department of Defense, on such terms and 
     conditions as the Secretary considers appropriate, which may 
     include requirements for demilitarization and indemnification 
     and may restrict further disposition or use.
       (b) Agreements for Restoration and Operation.--The 
     Secretary may authorize the Museum to enter into agreements 
     with qualified nonprofit organizations for the purpose of 
     restoring and operating aircraft transferred under subsection 
     (a) for public display, airshows, and commemorative events to 
     preserve naval aviation heritage.
       (c) Conveyance at No Cost to the United States.--The 
     conveyance of an aircraft under subsection (a) shall be made 
     at no cost to the United States. Any costs associated with 
     such conveyance, costs of determining compliance with terms 
     of the conveyance, and costs of operation and maintenance of 
     the aircraft conveyed shall be borne by the Museum.
