  SA 3495. Mr. KAINE (for himself and Mr. Warner) submitted an 
amendment intended to be proposed by him to the bill S. 2296, to 
authorize appropriations for fiscal year 2026 for military activities 
of the Department of Defense, for military construction, and for 
defense activities of the Department of Energy, to prescribe military 
personnel strengths for such fiscal year, and for other purposes; which 
was ordered to lie on the table; as follows:

        At the end of subtitle A of title XXVIII, add the 
     following:

     SEC. 2811. COASTAL RISK MANAGEMENT PROJECTS.

       (a) In General.--The Secretary of Defense shall carry out 
     projects for mitigation of hurricane and storm damage risk 
     that will contribute to maintaining or improving military 
     installation resilience (as defined in section 101(f)(8) of 
     title 10, United States Code) or will prevent or mitigate 
     encroachment that could affect operations of the Department 
     of Defense.
       (b) Cost Share.--Not less than 10 percent of the amount of 
     costs associated with the coastal storm risk management 
     features of a project carried out under subsection (a) shall 
     be paid by a non-Federal interest.
