  SA 3485. Mr. REED submitted an amendment intended to be proposed by 
him to the bill H.R. 3944, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2026, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:
       Sec. ___.  None of the funds made available by this Act or 
     any other Act may be used to enter into a settlement 
     agreement, consent decree, or other agreement in a civil 
     action that would affect the classification or regulation of, 
     or otherwise preclude enforcement of the law with regard to, 
     any device that meets the definition of the term ``firearm'' 
     under section 5845 of the Internal Revenue Code of 1986.
