  SA 3415. Mr. KENNEDY submitted an amendment intended to be proposed 
to amendment SA 3411 submitted by Ms. Collins and intended to be 
proposed to the bill H.R. 3944, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2026, and for other purposes; 
which was ordered to lie on the table; as follows:

       On page 219, after line 25, add the following:
       Sec. 783.  The discretionary appropriations made available 
     under this division are reduced, on a pro rata basis, by the 
     amount necessary to reduce the amount of discretionary 
     appropriations made available under this division to be 2 
     percent less than the amount of discretionary appropriations 
     made available under section 1101(a)(1) of the Full-Year 
     Continuing Appropriations Act, 2025 (division A of Public Law 
     119-4; 139 Stat. 9).
