  SA 3403. Mr. CORNYN submitted an amendment intended to be proposed by 
him to the bill S. 2296, to authorize appropriations for fiscal year 
2026 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the end of subtitle F of title X, add the following:

     SEC. 1067. REPAYMENT OF LOANS RELATING TO DEFENSE ARTICLES 
                   AND SERVICES IN NON-MONETARY ASSETS.

       (a) Foreign Military Financing.--Section 23(b) of the Arms 
     Export Control Act (22 U.S.C. 2763(b)) is amended by 
     inserting ``, non-monetary assets of an equivalent value, or 
     some combination thereof,'' after ``repayment in United 
     States dollars''.
       (b) Leasing Authority.--Section 61(a)(4) of the Arms Export 
     Control Act (22 U.S.C. 2796(a)(4)) is amended, in the matter 
     preceding subparagraph (A), by inserting ``, non-monetary 
     assets of an equivalent value, or some combination thereof,'' 
     after ``has agreed to pay in United States dollars''.
       (c) Loan Agreements.--Section 503(b)(5) of the Foreign 
     Assistance Act of 1961 (22 U.S.C. 2311(b)(5)) is amended--
       (1) by striking ``and (B)'' and inserting ``(B)''; and
       (2) by inserting ``, and (C) in either situation described 
     in subparagraph (A) or (B), the country or international 
     organization will repay the United States in United States 
     dollars, non-monetary assets of an equivalent value, or some 
     combination thereof'' before the period at the end.
