  SA 3373. Mrs. SHAHEEN submitted an amendment intended to be proposed 
by her to the bill S. 2296, to authorize appropriations for fiscal year 
2026 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the appropriate place in title XI, insert the following:

     SEC. __. PROHIBITION ON USE OF FUNDS TO REDUCE CIVILIAN 
                   PUBLIC SAFETY WORKFORCE OF THE NATIONAL GUARD.

       (a) In General.--None of the funds authorized to be 
     appropriated by this Act may be used to reduce the civilian 
     public safety workforce of the National Guard, except in the 
     case of terminations based on misconduct or poor performance.
       (b) Definition.--In this section, the term ``public safety 
     workforce'' includes firefighters and air traffic 
     controllers.
