  SA 3368. Mr. REED submitted an amendment intended to be proposed by 
him to the bill H.R. 3944, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2026, and for other purposes; 
which was ordered to lie on the table; as follows:

        At the appropriate place, insert the following:
       Sec. ___. (a) There is rescinded the unobligated balance of 
     amounts made available by section 90103 of Public Law 119-21.
       (b) There is appropriated, for an additional amount for 
     ``Farm Production and Conservation Programs--Natural 
     Resources Conservation Service--Watershed and Flood 
     Prevention Operations'', the amount rescinded by subsection 
     (a).
