  SA 3367. Mr. REED submitted an amendment intended to be proposed by 
him to the bill H.R. 3944, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2026, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. __. TRANSFER OF FUNDS.

       The unobligated amounts appropriated under section 90103 of 
     Public Law 119-21 shall be transferred to the Secretary of 
     Veterans Affairs for the purpose of carrying out the toll-
     free hotline for veterans established under section 1720F(h) 
     of title 38, United States Code.
