  SA 3354. Mr. LANKFORD (for himself and Ms. Warren) submitted an 
amendment intended to be proposed by him to the bill S. 2296, to 
authorize appropriations for fiscal year 2026 for military activities 
of the Department of Defense, for military construction, and for 
defense activities of the Department of Energy, to prescribe military 
personnel strengths for such fiscal year, and for other purposes; which 
was ordered to lie on the table; as follows:

       At the end of subtitle B of title VII, add the following:

     SEC. 718. IMPROVEMENTS TO THE TRICARE PHARMACY BENEFITS 
                   PROGRAM.

       To address gaps in monitoring by the Department of Defense 
     of access by beneficiaries to the pharmacy benefits program 
     under section 1074g of title 10, United States Code, the 
     Secretary of Defense shall direct the Defense Health Agency--
       (1) to set performance measurements for and monitor the 
     timeliness of contractors under such program in dispensing 
     mail order specialty drugs; and
       (2) not less frequently than annually, to require a third-
     party administrator to audit the reported data of contractors 
     under such program for accuracy and publish such audit on a 
     publicly available website of the Department.
