SA 3331. Mr. SCHIFF submitted an amendment intended to be proposed by
him to the bill S. 2296, to authorize appropriations for fiscal year
2026 for military activities of the Department of Defense, for military
construction, and for defense activities of the Department of Energy,
to prescribe military personnel strengths for such fiscal year, and for
other purposes; which was ordered to lie on the table; as follows:
At the end of subtitle C of title XII, add the following:
SEC. 1230B. MODIFICATION OF ANNUAL REPORT ON MILITARY AND
SECURITY DEVELOPMENTS INVOLVING THE RUSSIAN
FEDERATION TO INCLUDE AN ASSESSMENT ON USE OF
CHEMICAL WEAPONS.
Section 1234 (b) of the William M. (Mac) Thornberry
National Defense Authorization Act for Fiscal Year 2021
(Public Law 116-283; 134 Stat. 3936) is amended by adding at
the end the following new paragraph:
``(27) An assessment of the use by the Russian Federation
of chemical weapons (including chemical munitions) during the
preceding year, which shall include an assessment of each of
the following:
``(A) The use, as part of armed conflict, of any substance
the use of which is prohibited by the Organization for the
Prohibition of Chemical Weapons or any other chemicals the
use of which is considered by the United States to be a
violation of international obligations.
``(B) The use of chemical weapons or agents to kill, maim,
or incapacitate individuals outside an armed conflict.
``(C) Any actions taken by the United States Government to
hold the Russian Federation accountable for the actions
described in subparagraphs (A) and (B).''.
