  SA 3308. Mr. LEE submitted an amendment intended to be proposed by 
him to the bill S. 2296, to authorize appropriations for fiscal year 
2026 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. __. DEFINITION OF UNFORESEEN EMERGENCY FOR PURPOSES OF 
                   PRESIDENTIAL DRAWDOWN AUTHORITY.

       Section 506(a) of the Foreign Assistance Act of 1961 (22 
     U.S.C. 2318(a)) is amended by adding at the end the following 
     new paragraph:
       ``(4) In this subsection, the term `unforeseen emergency' 
     means a direct kinetic attack--
       ``(A) on a bilateral or multilateral treaty ally of the 
     United States, undetected or reasonably unforeseen by United 
     States intelligence assessments, by an adversary of the 
     United States; and
       ``(B) that poses a direct or imminent threat to United 
     States security interests, as outlined in the most recent 
     national defense strategy of the United States.''.
