  SA 3301. Mr. LEE (for himself and Ms. Warren) submitted an amendment 
intended to be proposed by him to the bill S. 2296, to authorize 
appropriations for fiscal year 2026 for military activities of the 
Department of Defense, for military construction, and for defense 
activities of the Department of Energy, to prescribe military personnel 
strengths for such fiscal year, and for other purposes; which was 
ordered to lie on the table; as follows:

       At the end of subtitle A of title X, add the following:

     SEC. 1005. CURBING UNFUNDED REQUIREMENTS.

       (a) Short Title.--This section may be cited as the ``Cull 
     Unfunded Requirement Budget Act'' or the ``CURB Act''.
       (b) Budget Neutral Wish Lists.--
       (1) Budget neutral proposals.--Section 222a(c) of title 10, 
     United States Code, is amended by adding at the end the 
     following new paragraph:
       ``(4) Prioritization of offsets.--Each report shall specify 
     offsets for the total amount of spending proposed under 
     paragraph (1) that would be available for the same time 
     period as the funding requested. Any proposed offsets shall 
     include the following:
       ``(A) A summary description of the offset.
       ``(B) The amount of funds recommended to be offset in 
     connection with subparagraph (A).
       ``(C) Account information with respect to each offset, 
     including the following (as applicable):
       ``(i) Line Item Number (LIN) for applicable procurement 
     accounts.
       ``(ii) Program Element (PE) number for applicable research, 
     development, test, and evaluation accounts.
       ``(iii) Sub-activity group (SAG) for applicable operation 
     and maintenance accounts.''.
       (2) Budget neutral proposals.--Section 222b(b) of title 10, 
     United States Code, is amended by adding at the end the 
     following new paragraph:
       ``(3) Prioritization of offsets.--Each report shall specify 
     offsets for the total amount of spending proposed in 
     paragraph (1) that would be available for the same time 
     period as the funding requested. Any proposed offsets shall 
     include the following:
       ``(A) A summary description of such offset.

       (c) Transparency.--
       (1) Public reporting.--Section 222a of title 10, United 
     States Code, is amended--
       (A) by redesignating subsection (e) as subsection (f); and
       (B) by inserting after subsection (d) the following new 
     subsection:
       ``(e) Public Reporting.--Not later than 5 days after 
     submitting the report required under subsection (a), each 
     officer specified in subsection (b) shall post the report on 
     a publicly available website in machine-readable form.''.
       (2) Public reporting.--Section 222b of title 10, United 
     States Code, is amended--
       (A) by redesignating subsection (c) as subsection (d); and
       (B) by inserting after subsection (b) the following new 
     subsection:
       ``(c) Public Reporting.--Not later than 5 days after 
     submitting the report required under subsection (a), the 
     Director shall post the report on a publicly available 
     website in machine-readable form.''.
