  SA 3292. Mr. LEE submitted an amendment intended to be proposed by 
him to the bill S. 2296, to authorize appropriations for fiscal year 
2026 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the end of subtitle D of title XII, add the following:

     SEC. 1248. PRIORITIZING EXCESS DEFENSE ARTICLE TRANSFERS FOR 
                   THE INDO-PACIFIC REGION.

       (a) Sense of Congress.--It is the sense of Congress that 
     the United States Government should--
       (1) prioritize the review of excess defense article 
     transfers to Indo-Pacific allies and partners;
       (2) coordinate and align excess defense article transfers 
     with capacity building efforts of Indo-Pacific allies and 
     partners; and
       (3) assist Taiwan to develop asymmetric capability through 
     excess defense article transfers under section 516(c)(2) of 
     the Foreign Assistance Act of 1961 (22 U.S.C. 2321j(c)(2)).
       (b) Plan Required.--Not later than February 15, 2025, and 
     annually thereafter, the Secretary of Defense, in 
     coordination with the Secretary of State, shall submit a 
     report to the congressional defense committees on planned 
     future activities and the resources needed to accomplish the 
     purposes described in subsection (a) that includes--
       (1) a summary of the progress made towards achieving the 
     purposes described in subsection (a); and
       (2) an evaluation of potential excess defense articles 
     scheduled for decommissioning

     that could be transferred under the Excess Defense Articles 
     program administered by the Defense Security Cooperation 
     Agency to allies and partners, including Taiwan regarding its 
     asymmetric capability development.
