  SA 3261. Mr. TUBERVILLE submitted an amendment intended to be 
proposed by him to the bill S. 2296, to authorize appropriations for 
fiscal year 2026 for military activities of the Department of Defense, 
for military construction, and for defense activities of the Department 
of Energy, to prescribe military personnel strengths for such fiscal 
year, and for other purposes; which was ordered to lie on the table; as 
follows:

        At the end of subtitle B of title III, add the following:

     SEC. 320A. LIMITATION ON USE OF FUNDS TO IMPLEMENT CERTAIN 
                   FEDERAL BUILDING EFFICIENCY STANDARDS.

       In order to ensure the readiness and effectiveness of the 
     Armed Forces and to ensure the national security and defense 
     of the United States, none of the funds authorized to be 
     appropriated by this Act for the Department of Defense may be 
     used to implement section 305(a)(3)(D) of the Energy 
     Conservation and Production Act (42 U.S.C. 6834(a)(3)(D)), or 
     any rules issued or regulations prescribed under such 
     section, on property owned or leased by the Department of 
     Defense or property used for purposes of national defense.
