  SA 3256. Mr. CRAPO (for himself and Mr. Lujan) submitted an amendment 
intended to be proposed by him to the bill S. 2296, to authorize 
appropriations for fiscal year 2026 for military activities of the 
Department of Defense, for military construction, and for defense 
activities of the Department of Energy, to prescribe military personnel 
strengths for such fiscal year, and for other purposes; which was 
ordered to lie on the table; as follows:

       At the end of subtitle F of title X, insert the following:

     SEC. __. RECA ADMINISTRATIVE COSTS.

       Section 6 of the Radiation Exposure Compensation Act 
     (Public Law 101-426; 42 U.S.C. 2210 note) is amended--
       (1) in subsection (a), by inserting before the period at 
     the end of the first sentence the following: ``, including an 
     electronic filing system, provided that use of such system by 
     individuals shall be optional''; and
       (2) by amending subsection (f) to read as follows:
       ``(f) Administrative Costs.--Beginning on the date of 
     enactment of the National Defense Authorization Act for 
     Fiscal Year 2026, the Attorney General may use amounts in the 
     Fund for administrative expenses incurred in the adjudication 
     and processing of claims and payments under this Act. 
     Notwithstanding any other provision of law, the Fund shall 
     remain available for such purposes until the Attorney General 
     determines that all timely filed claims for payments under 
     this Act have been paid or, to the extent any such claims 
     were denied, claimants have had full opportunity for 
     administrative and judicial review of such denials.''.
