  SA 3198. Ms. BLUNT ROCHESTER submitted an amendment intended to be 
proposed by her to the bill S. 2296, to authorize appropriations for 
fiscal year 2026 for military activities of the Department of Defense, 
for military construction, and for defense activities of the Department 
of Energy, to prescribe military personnel strengths for such fiscal 
year, and for other purposes; which was ordered to lie on the table; as 
follows:

       At the end of part II of subtitle F of title V, add the 
     following:

     SEC. 562. REPORTS ON EXCEPTIONAL FAMILY MEMBER PROGRAM.

       Not later than one year after the date of the enactment of 
     this Act, and annually thereafter, the Secretary of Defense 
     shall submit to the congressional defense committees a report 
     on operation of the Exceptional Family Member Program in each 
     of the Armed Forces that includes the following:
       (1) Identification of specific military installations 
     with--
       (A) unavailable or significantly limited access to medical 
     or educational services for individuals enrolled in the 
     Program; or
       (B) access to medical or educational services for such 
     individuals, but with significant barriers to accessing such 
     services.
       (2) Recommendations for addressing such limited access and 
     barriers, including relocation assistance and service 
     expansion plans.
       (3) Recommendations for improving case management and post-
     separation resources for members of the Armed Forces 
     transitioning out of the Armed Forces with a family member 
     enrolled in the Program.
       (4) An assessment of the potential impact of mandatory 
     screening for assignment to military installations in the 
     continental United States for members of the Armed Forces 
     with a family member enrolled in the Program to ensure access 
     to medical and educational services for individuals enrolled 
     in the Program and career opportunities for members of the 
     Armed Forces.
       (5) The metrics the Department of Defense and the Armed 
     Forces use to measure success of the Program and the current 
     levels of those metrics.
