  SA 3180. Mr. PADILLA submitted an amendment intended to be proposed 
by him to the bill S. 2296, to authorize appropriations for fiscal year 
2026 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

        At the end of subtitle D of title XXVIII, add the 
     following:

     SEC. 2850. PROHIBITION ON USE OF MILITARY CONSTRUCTION FUNDS 
                   TO DETAIN OR FACILITATE THE DETENTION OF 
                   MIGRANTS.

       Notwithstanding any other provision of law, none of the 
     funds authorized to be appropriated or otherwise made 
     available by this Act or any other Act authorizing the 
     appropriation of funds for the Department of Defense for 
     military construction purposes may be used to construct, 
     renovate, or expand any facility for the purposes of 
     detention of migrants by the Department of Defense or to 
     facilitate detention of migrants by the Department of 
     Homeland Security, including by housing personnel of the 
     Department of Homeland Security.
