  SA 3157. Ms. CORTEZ MASTO submitted an amendment intended to be 
proposed to amendment SA 2977 submitted by Ms. Collins and intended to 
be proposed to the bill H.R. 3944, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2026, and for other purposes; 
which was ordered to lie on the table; as follows:

        At the appropriate place in division D, insert the 
     following:
       Sec. ___.  None of the funds made available by this Act to 
     the Department of Commerce, including any agency, office, or 
     other entity within the Department, may be used to limit the 
     access of a State, unit of local government, or Tribal entity 
     to Federal funds in any manner based on the regulatory 
     authorities of the State, unit of local government, or Tribal 
     entity related to artificial intelligence.
