  SA 3148. Mr. WARNER (for himself, Mr. Kaine, and Mr. Peters) 
submitted an amendment intended to be proposed by him to the bill H.R. 
3944, making appropriations for military construction, the Department 
of Veterans Affairs, and related agencies for the fiscal year ending 
September 30, 2026, and for other purposes; which was ordered to lie on 
the table; as follows:

        At the appropriate place, insert the following:
       Sec. ___. (a) The Administrator of the National Aeronautics 
     and Space Administration, with the concurrence of the 
     Secretary of the Smithsonian, shall enter into an agreement 
     with an independent third party for the completion of a 
     report that details, with respect to each space vehicle 
     described in section 20306(b)(2) of title 51, United States 
     Code--
       (1) the ownership of the space vehicle;
       (2) the authority to acquire the space vehicle;
       (3) the full projected costs, funding sources, and 
     logistical considerations associated with the proposed 
     transfer under section 20306(b) of title 51, United States 
     Code, of the space vehicle to a new location; and
       (4) an educational cost-benefit analysis associated with 
     such proposed transfer that takes into consideration--
       (A) public accessibility to the space vehicle at alternate 
     locations;
       (B) the cost to the public of visiting the space vehicle;
       (C) any risk to the space vehicle before, during, or after 
     such a transfer;
       (D) the adequacy of display space for the space vehicle; 
     and
       (E) the preservation capabilities of the donor and receiver 
     institutions.
       (b) Not later than March 1, 2026, and before any action is 
     taken with respect to the transfer of a space vehicle under 
     section 20306(b) of title 51, United States Code, the 
     Administrator of the National Aeronautics and Space 
     Administration shall submit to the Committee on Commerce, 
     Science, and Transportation and the Committee on 
     Appropriations of the Senate and the Committee on Science, 
     Space, and Technology and the Committee on Appropriations of 
     the

     House of Representatives the report described in subsection 
     (a).
