  SA 3133. Mr. GALLEGO (for himself and Mr. Curtis) submitted an 
amendment intended to be proposed by him to the bill S. 2296, to 
authorize appropriations for fiscal year 2026 for military activities 
of the Department of Defense, for military construction, and for 
defense activities of the Department of Energy, to prescribe military 
personnel strengths for such fiscal year, and for other purposes; which 
was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. ___. SENSE OF CONGRESS REGARDING CRITICAL MINERALS.

       It is the sense of Congress that--
       (1) it is critical for the United States, and for its 
     national defense, to foster long-term, sustainable, and 
     reliable domestically produced supply chains for critical 
     minerals and materials; and
       (2) section 45X of the Internal Revenue Code of 1986, 
     relating to the advanced manufacturing production credit, 
     should--
       (A) include costs related to mineral extraction; and
       (B) be amended to apply to copper.
