  SA 3130. Mr. SCOTT of Florida submitted an amendment intended to be 
proposed by him to the bill S. 2296, to authorize appropriations for 
fiscal year 2026 for military activities of the Department of Defense, 
for military construction, and for defense activities of the Department 
of Energy, to prescribe military personnel strengths for such fiscal 
year, and for other purposes; which was ordered to lie on the table; as 
follows:

       At the end of subtitle D of title XII, add the following:

     SEC. 1248. MODIFICATION OF PROHIBITION ON PARTICIPATION OF 
                   THE PEOPLE'S REPUBLIC OF CHINA IN RIM OF THE 
                   PACIFIC (RIMPAC) NAVAL EXERCISES.

       Section 1259 of the John S. McCain National Defense 
     Authorization Act for Fiscal Year 2019 (Public Law 115-232; 
     10 U.S.C. 321 note) is amended--
       (1) by striking subsection (b);
       (2) in subsection (a)--
       (A) by redesignating paragraph (2) as subsection (b) and 
     moving such subsection, as so redesignated, two ems to the 
     left;
       (B) by striking ``Conditions for Future Participation in 
     RIMPAC'' and all that follows through ``The Secretary'' and 
     inserting ``In General.--The Secretary''; and

       (C) by redesignating subparagraphs (A) through (D) as 
     paragraphs (1) through (4) and moving such paragraphs, as so 
     redesignated, two ems to the left; and
       (3) in subsection (b), as redesignated by paragraph (2)(A), 
     by striking ``paragraph (1)'' and inserting ``subsection 
     (a)''.
