  SA 3126. Mr. VAN HOLLEN submitted an amendment intended to be 
proposed to amendment SA 2977 submitted by Ms. Collins and intended to 
be proposed to the bill H.R. 3944, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2026, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the appropriate place in Title II of division D, insert 
     the following:
       Sec. 225. None of the funds made available by this or any 
     other appropriations Act under the heading ``Federal Bureau 
     of Investigation--Construction'' for the new Federal Bureau 
     of Investigation consolidated headquarters facility in the 
     National Capital Region, may be expended, obligated, or 
     transferred for the purpose of a new headquarters until the 
     Federal Bureau of Investigation has presented the Committees 
     on Appropriations of the House of Representatives and the 
     Senate with a security assessment conducted in accordance 
     with the most current Interagency Security Committee (ISC) 
     standard for review and approval: Provided, That the 
     assessment should include the steps necessary to reach ISC 
     Facility Security Level 5 and the associated costs: Provided 
     further, That the assessment shall include review and comment 
     from the Inspectors General of the Department of Justice and 
     the General Services Administration.
