  SA 3124. Mrs. GILLIBRAND submitted an amendment intended to be 
proposed by her to the bill H.R. 3944, making appropriations for 
military construction, the Department of Veterans Affairs, and related 
agencies for the fiscal year ending September 30, 2026, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. ___. APPOINTMENTS FOR CERTIFICATION, RECERTIFICATION, OR 
                   NUTRITIONAL RISK EVALUATION UNDER WIC.

       (a) In General.-- Notwithstanding section 17(d)(3)(C) of 
     the Child Nutrition Act of 1966 (42 U.S.C. 1786(d)(3)(C)), 
     each individual seeking certification, recertification, or a 
     nutritional risk evaluation for participation in the special 
     supplemental nutrition program for women, infants, and 
     children established under section 17 of that Act (42 U.S.C. 
     1786) may be provided an appointment that is by telephone, 
     through video technology that permits 2-way, real time 
     interactive communications, or through other formats, as 
     determined by the Secretary of Agriculture.
       (b) Collection of Data.--If an individual certifies for 
     participation in the special supplemental nutrition program 
     for women, infants, and children established under section 17 
     of the Child Nutrition Act of 1966 (42 U.S.C. 1786) at an 
     appointment in a format other than in-person, a State agency 
     shall collect anthropometric data necessary to evaluate the 
     nutritional risk of that individual within 60 days of that 
     appointment.
