  SA 3118. Mr. DURBIN submitted an amendment intended to be proposed by 
him to the bill H.R. 3944, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2026, and for other purposes; 
which was ordered to lie on the table; as follows:

        At the appropriate place in division A, insert the 
     following:
       Sec. __.  Notwithstanding any other provision of this Act--
       (1) the amount made available in the matter under the 
     heading ``construction, minor projects'' under the heading 
     ``Departmental Administration'' under the heading 
     ``DEPARTMENT OF VETERANS AFFAIRS'' in title II shall be 
     $232,000,000, of which $152,000,000 shall remain available 
     until September 30, 2030, and of which $80,000,000 shall 
     remain available until expended;
       (2) the amount made available in the matter under the 
     heading ``grants for construction of state extended care 
     facilities'' under the heading ``Departmental 
     Administration'' under the heading ``DEPARTMENT OF VETERANS 
     AFFAIRS'' in title II shall be $398,000,000; and
       (3) the amount made available in the matter under the 
     heading ``grants for construction of veterans cemeteries'' 
     under the heading ``Departmental Administration'' under the 
     heading ``DEPARTMENT OF VETERANS AFFAIRS'' in title II shall 
     be $310,000,000.
