  SA 3108. Mr. SCOTT of Florida submitted an amendment intended to be 
proposed to amendment SA 3038 submitted by Ms. Collins and intended to 
be proposed to the bill H.R. 3944, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2026, and for other purposes; 
which was ordered to lie on the table; as follows:

        At the appropriate place in division C, insert the 
     following:
       Sec. __.  Notwithstanding any other provision of this Act, 
     the amount made available for--
       (1) ``National Science Foundation--Research and Related 
     Activities'' shall be $3,276,150,000; and

       (2) ``National Science Foundation--Agency Operations and 
     Award Management'' shall be $355,000,000.
