  SA 3107. Mr. KELLY (for himself and Mr. Cotton) submitted an 
amendment intended to be proposed to amendment SA 3038 submitted by Ms. 
Collins and intended to be proposed to the bill H.R. 3944, making 
appropriations for military construction, the Department of Veterans 
Affairs, and related agencies for the fiscal year ending September 30, 
2026, and for other purposes; which was ordered to lie on the table; as 
follows:

       At the appropriate place in title II of division A, insert 
     the following:
       Sec. ___.  From among funds made available to the Medical 
     and Prosthetic Research account, $2,000,000, to remain 
     available until expended, shall be made available for the 
     Secretary of Veterans Affairs to enter into an agreement with 
     the National Academies of Sciences, Engineering, and Medicine 
     to conduct a study on the prevalence and mortality of cancers 
     among individuals who served as active duty aircrew in the 
     Armed Forces:  Provided, That the panel or panels established 
     by the National Academies of Sciences, Engineering, and 
     Medicine to conduct the study shall identify exposures 
     associated with military occupations of those individuals, 
     including relating to chemicals, compounds, agents, and other 
     phenomena:  Provided further, That the study shall review 
     existing studies to determine associations between exposures 
     and the incidence of overall cancer morbidity, cancer 
     mortality, and increased prevalence of brain cancer, colon 
     and rectal cancers, kidney cancer, lung cancer, melanoma skin 
     cancer, non-Hodgkin lymphoma, pancreatic cancer, prostate 
     cancer, testicular cancer, thyroid cancer, urinary bladder 
     cancer, and any other cancers determined appropriate by the 
     Secretary:  Provided further, That the agreement shall 
     require that, not later than 3 years after the date of the 
     enactment of this Act, the National Academies of Sciences, 
     Engineering, and Medicine shall submit to the Secretary and 
     Congress a report on its systematic review and data analysis 
     of the research topics covered under this section.
