  SA 3099. Mr. CRUZ submitted an amendment intended to be proposed by 
him to the bill S. 2296, to authorize appropriations for fiscal year 
2026 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the end of subtitle C of title XXVIII, insert the 
     following:

     SEC. 2833. CLARIFICATION OF LAND CONVEYANCE, FORT HOOD, 
                   TEXAS.

       Section 2848(a) of the Ronald W. Reagan National Defense 
     Authorization Act for Fiscal Year 2005 (Public Law 108-375; 
     118 Stat. 2140) is amended by striking ``an upper level 
     (junior, senior, and graduate) university'' and inserting ``a 
     university''.
