  SA 3093. Mr. KELLY (for himself and Mr. Gallego) submitted an 
amendment intended to be proposed by him to the bill H.R. 3944, making 
appropriations for military construction, the Department of Veterans 
Affairs, and related agencies for the fiscal year ending September 30, 
2026, and for other purposes; which was ordered to lie on the table; as 
follows:

       At the appropriate place in title II, insert the following:
       Sec. ___.  It is the sense of Congress that Congress--
       (1) supports funding of community-based organizations that 
     serve as part of a public-private partnership with the 
     Department of Veterans Affairs to address upstream suicide 
     prevention needs of veterans; and
       (2) encourages the Secretary of Veterans Affairs to fund 
     community-based, nonprofit organizations that serve in a 
     State-wide capacity and have and coordinate an extensive 
     network of public and private sector partners to increase 
     access to critical services for veterans with the goals of 
     preventing suicide, increasing access to care and services, 
     and improving well-being outcomes for veterans.
