  SA 3089. Mr. KENNEDY submitted an amendment intended to be proposed 
to amendment SA 3038 submitted by Ms. Collins and intended to be 
proposed to the bill H.R. 3944, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2026, and for other purposes; 
which was ordered to lie on the table; as follows:

       On page 2, after line 19, add the following:

     SEC. 4. ACROSS THE BOARD 2 PERCENT REDUCTION FOR THE 
                   AGRICULTURE AND COMMERCE, JUSTICE, AND SCIENCE 
                   DISCRETIONARY APPROPRIATIONS.

       For divisions B and C of this Act, each discretionary 
     appropriation made under such

     division is reduced, on a pro rata basis, by the amount 
     necessary to reduce the amount of discretionary 
     appropriations made available under such division, but for 
     this section, by 2 percent.
