  SA 3063. Mr. MURPHY submitted an amendment intended to be proposed by 
him to the bill S. 2296, to authorize appropriations for fiscal year 
2026 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the appropriate place in title X, insert the following:

     SEC. 10__. QUARTERLY REPORT ON MENTALLY INCAPACITATED AND 
                   MENTALLY INCOMPETENT VETERANS AND DEATH BY 
                   FIREARM SUICIDE.

       Not later than 90 days after the date of the enactment of 
     this Act and not less frequently than once every quarter 
     thereafter, the Secretary of Veterans Affairs shall submit to 
     the Committee on Veterans' Affairs of the Senate and the 
     Committee on Veterans' Affairs of the House of 
     Representatives a quarterly report that sets forth--
       (1) the number of persons who, in any case arising out of 
     the administration by the Secretary of laws and benefits 
     under such title 38, United States Code, have been deemed 
     within the previous 90 days to be mentally incapacitated, 
     mentally incompetent, or to be experiencing an extended loss 
     of consciousness, who were not subject to an order or finding 
     of a judge, magistrate, or other judicial authority of 
     competent jurisdiction that such person is a danger to 
     himself or herself or others; and
       (2) of the persons described in paragraph (1), the number 
     who died by firearm suicide.
