  SA 3052. Mr. PADILLA submitted an amendment intended to be proposed 
by him to the bill H.R. 3944, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2026, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the appropriate place in title II, insert the following:
       Sec. ___.  Notwithstanding any other provision of law, none 
     of the funds appropriated or otherwise made available by this 
     Act or any other Act making appropriations available for the 
     Department of Veterans Affairs shall be used to deny or 
     otherwise prohibit access to care to any veteran based on 
     their immigration status.
