  SA 3055. Mr. PADILLA submitted an amendment intended to be proposed 
by him to the bill H.R. 3944, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2026, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. __. REPORT ON CASE MANAGEMENT FOR HUD-VASH PROGRAM 
                   PROVIDED BY PUBLIC HOUSING AUTHORITIES.

       (a) In General.--Not later than 90 days after the date of 
     the enactment of this Act, the Secretary of Veterans Affairs, 
     in coordination with the Secretary of Housing and Urban 
     Development, shall submit to the Committee on Appropriations 
     of the Senate and the Committee on Appropriations of the 
     House of Representatives a report on the implementation of 
     guidelines that allow public housing authorities to provide 
     temporary, transitional case management in place of the 
     Department of Veterans Affairs in areas where HUD-VASH 
     vouchers are available and allocated but underutilized due to 
     a lack of referrals from the Department.
       (b) Recommendations.--The report required by subsection (a) 
     shall include recommendations to improve the temporary case 
     management process for eligible veterans in order to prevent 
     the underutilization of HUD-VASH vouchers.
