  SA 3046. Mr. KENNEDY submitted an amendment intended to be proposed 
to amendment SA 3038 submitted by Ms. Collins and intended to be 
proposed to the bill H.R. 3944, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2026, and for other purposes; 
which was ordered to lie on the table; as follows:

       On page 2, after line 19, add the following:

     SEC. 4. REDUCTION IN SPENDING TO BE 2 PERCENT LESS THAN 
                   FISCAL YEAR 2025.

       The amounts made available under this Act are reduced, on a 
     pro rata basis--
       (1) for division A, by the amount necessary to reduce the 
     amount made available under such division to be 2 percent 
     less than the amount made available under section 1101(a)(10) 
     of the Full-Year Continuing Appropriations Act, 2025 
     (division A of Public Law 119-4; 139 Stat. 9);
       (2) for division B, by the amount necessary to reduce the 
     amount made available under such division to be 2 percent 
     less than the amount made available under section 1101(a)(1) 
     of the Full-Year Continuing Appropriations Act, 2025 
     (division A of Public Law 119-4; 139 Stat. 9); and
       (3) for division C, by the amount necessary to reduce the 
     amount made available under such division to be 2 percent 
     less than the amount made available under section 1101(a)(2) 
     of the Full-Year Continuing Appropriations Act, 2025 
     (division A of Public Law 119-4; 139 Stat. 9).
