  SA 3040. Mr. HAWLEY submitted an amendment intended to be proposed by 
him to the bill H.R. 3944, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2026, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the appropriate place in title I, insert the following:
       Sec. ___.  None of the amounts made available under this 
     title under the heading ``Military Construction, Army'' may 
     be obligated if the status of the General Leonard Wood Army 
     Community Hospital in Fort Leonard Wood, Missouri, is 
     downgraded or the resources, personnel, or scope of care 
     associated with that hospital are reduced.
