  SA 3037. Ms. BLUNT ROCHESTER submitted an amendment intended to be 
proposed by her to the bill H.R. 3944, making appropriations for 
military construction, the Department of Veterans Affairs, and related 
agencies for the fiscal year ending September 30, 2026, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the appropriate place in title II of division A, insert 
     the following:
       Sec. ___. (a) Using funds made available to the Department 
     of Veterans Affairs for fiscal year 2026 under the heading 
     ``Medical Services'', the Secretary of Veterans Affairs shall 
     carry out a four-year competitive grant program administered 
     by the Veterans Health Administration to support community-
     based outpatient clinics in piloting projects that improve 
     care delivery, reduce no-show rates, and enhance health 
     outcomes for veterans.
       (b) Eligible uses of amounts awarded pursuant to the grant 
     program established under subsection (a) include the 
     establishment of integrated behavioral health models, the 
     expansion of telehealth, the conduct of peer support 
     initiatives, and the conduct of mobile care outreach.

       (c) Not later than 180 days after the date of the enactment 
     of this Act, and annually thereafter, the Secretary of 
     Veterans Affairs shall submit to the Committee on 
     Appropriations of the Senate and the Committee on 
     Appropriations of the House of Representatives an 
     implementation and evaluation plan for the grant program 
     established under subsection (a).
