  SA 3028. Ms. DUCKWORTH submitted an amendment intended to be proposed 
by her to the bill H.R. 3944, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2026, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the appropriate place in title I of division A, insert 
     the following:
       Sec. ___.  Notwithstanding any other provision of law, none 
     of the funds appropriated or otherwise made available by this 
     Act or any other Act making appropriations available for the 
     Department of Defense for military construction purposes may 
     be used to construct, renovate, or expand any facility for 
     the purposes of detention of migrants by the Department of 
     Defense or to facilitate detention of migrants by the 
     Department of Homeland Security, including by housing 
     personnel of the Department of Homeland Security.
