  SA 3030. Mrs. GILLIBRAND (for herself, Mr. Schumer, and Ms. 
Duckworth) submitted an amendment intended to be proposed by her to the 
bill S. 2296, to authorize appropriations for fiscal year 2026 for 
military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the end of subtitle E of title V, add the following:

     SEC. 549A. LIMITATION ON CONSOLIDATION OF SENIOR RESERVE 
                   OFFICER TRAINING CORPS PROGRAMS.

       (a) Limitation.--
       (1) In general.--No amounts authorized to be appropriated 
     or otherwise made available for the Department of Defense may 
     be used during the period beginning on the date of the 
     enactment of this Act and ending on December 31, 2026, to 
     implement any of the proposed U.S. Army Cadet Command (USACC) 
     Rebalance and Optimization Plan elements that would 
     disestablish, or prepare to disestablish, any covered Senior 
     Reserve Officer Training Corps (``SROTC'') units.
       (2) Reactivation requirement.--The Secretary of the Army 
     shall re-activate any covered SROTC unit inactivated or 
     closed after the end of the 2024-2025 academic year. No 
     amounts authorized to be appropriated or otherwise made 
     available for the Department of Defense may be used during 
     the period beginning on the date of the enactment of this Act 
     and ending on December 31, 2026, to resume the inactivation 
     or closure of any covered SROTC unit.
       (b) Briefing.--
       (1) In general.--Not later than March 1, 2026, the 
     Secretary of the Army shall brief the Committees on Armed 
     Services of the Senate and the House of Representatives on 
     the USACC Rebalance and Optimization Plan regarding covered 
     SROTC units.
       (2) Elements.--The briefing required under paragraph (1) 
     shall include, at a minimum, the following elements:
       (A) The target commissioning goals for each covered SROTC 
     unit and its commissioning numbers.
       (B) The total number of scholarship and non-scholarship 
     participants at each covered SROTC unit.
       (C) The percentage of unit graduates pursuing STEM degrees 
     or degrees in other critical fields and a comparison between 
     covered SROTC units and comparable SROTC units.
       (D) Any evaluations of the covered SROTC units regarding 
     the units' performance by USACC or the Assistant Secretary of 
     the Army for Manpower and Reserve Affairs.
       (E) The justification for the proposed closure of each 
     covered SROTC unit.
       (F) A plan for support to current students at each covered 
     SROTC unit that would allow them to graduate at their current 
     school.
       (G) A determination whether, upon reconsideration, any of 
     the covered SROTC units should be retained.
       (H) A summary of outreach conducted to affected 
     institutions, cadets, and alumni prior to the announcement of 
     closure or inactivation, including copies of formal 
     correspondence and meeting summaries where available.
       (I) Any other related topics the Secretary deems 
     appropriate.
       (c) Covered SROTC Unit Defined.--In this section, the term 
     ``covered SROTC unit'' means any unit identified in the USACC 
     Rebalance and Optimization Plan for inactivation or closure, 
     including--
       (1) California Polytechnic State University San Luis 
     Obispo;
       (2) University of Northern Iowa;
       (3) Western Illinois University;
       (4) Truman State University (MO);
       (5) Saint Augustine's University (NC);
       (6) Elizabeth City State University (NC);
       (7) Clarkson University (NY);
       (8) John Carroll University (OH);
       (9) University of Wisconsin Oshkosh;
       (10) West Virginia State University; and
       (11) extension units affiliated with such units.
