  SA 3022. Mr. MERKLEY submitted an amendment intended to be proposed 
to amendment SA 2976 submitted by Ms. Collins and intended to be 
proposed to the bill H.R. 3944, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2026, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the appropriate place in title II of division A, insert 
     the following:
       Sec. ___.  For grants to assist States to acquire or 
     construct State nursing home and domiciliary facilities and 
     to remodel, modify, or alter existing hospital, nursing home, 
     and domiciliary facilities in State homes, for furnishing 
     care to veterans as authorized by sections 8131 through 8137 
     of title 38, United States Code, $1,300,000,000, to remain 
     available until expended:  Provided, That, each amount 
     provided by this section is designated by the Congress as 
     being for an emergency requirement pursuant to section 
     4001(a)(1) of S. Con. Res. 14 (117th Congress), the 
     concurrent resolution on the budget for fiscal year 2022, and 
     to legislation establishing fiscal year 2026 budget 
     enforcement in the House of Representatives.
