SA 3026. Ms. DUCKWORTH submitted an amendment intended to be proposed
by her to the bill H.R. 3944, making appropriations for military
construction, the Department of Veterans Affairs, and related agencies
for the fiscal year ending September 30, 2026, and for other purposes;
which was ordered to lie on the table; as follows:
At the appropriate place in title II of division A, insert
the following:
SEC. 2__. LIMITATION ON AVAILABILITY OF FUNDS FOR BASIC PAY,
BENEFITS, AND EXPENSES OF SECRETARY OF VETERANS
AFFAIRS UNTIL THE SECRETARY IS IN COMPLIANCE
WITH TRAVEL TRANSPARENCY REQUIREMENTS.
(a) Limitation.--None of the amounts appropriated by this
title may be used to provide for the provision of basic pay,
benefits, or expenses of the Secretary of Veterans Affairs
until the Secretary submits to the Committee on
Appropriations and the Committee on Veterans' Affairs of the
Senate and the Committee on Appropriations and the Committee
on Veterans' Affairs of the House of Representatives a
certification in writing that the Secretary is in full and
ongoing compliance with the requirements of subsections (b)
and (c).
(b) Online Disclosure of Travel Information.--The Secretary
shall make available to the public on a website of the
Department of Veterans Affairs, at no cost to access,
information regarding the official travel of the Secretary
taken since January 20, 2025.
(c) Additional Requirements.--The Secretary shall ensure
that information made available to the public pursuant to
subsection (b)--
(1) is made publicly available on the website of the
Department not later than 5 business days after the
conclusion of an official trip; and
(2) includes--
(A) a list of the official travel by the Secretary using
private aircraft, including--
(i) the date of travel;
(ii) the final destination for the travel;
(iii) the type of private aircraft used; and
(iv) the identity of the owner of the private aircraft;
(B) a list of the official travel by the Secretary using
Government aircraft, including--
(i) the date of travel;
(ii) the final destination for the travel; and
(iii) the type of Government aircraft used for the travel;
(C) itineraries for official travel by the Secretary
outside the United States; and
(D) a list or chart of the official travel by the Secretary
inside the United States that includes--
(i) the location to which the Secretary was traveling;
(ii) the dates of travel;
(iii) the principal who traveled;
(iv) the purpose of the trip;
(v) the mode of travel; and
(vi) the titles of other officers or employees traveling
with the Secretary; and
(3) does not include the name or identification number of
members of the security detail of the Secretary.
