  SA 3023. Ms. DUCKWORTH submitted an amendment intended to be proposed 
by her to the bill H.R. 3944, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2026, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the appropriate place in title II, insert the following:

     SEC. 2__. REPORT ON DEPARTMENT OF VETERANS AFFAIRS PERSONNEL 
                   WORKING WITH DEPARTMENT OF GOVERNMENT 
                   EFFICIENCY.

       (a) Report Required.--Not later than 30 days after the date 
     of the enactment of this Act, the Secretary of Veterans 
     Affairs shall submit to the Committee on Appropriations and 
     the Committee on Veterans' Affairs of the Senate and the 
     Committee on Appropriations and the Committee on Veterans' 
     Affairs of the House of Representatives a report describing--
       (1) all employees of the Department of Veterans Affairs 
     who--
       (A) are acting in coordination with, on behalf of, or as a 
     liaison between the Department of Veterans Affairs and the 
     Department of Government Efficiency, and
       (B) have access to facilities, systems, and databases of 
     the Department of Veterans Affairs;
       (2) the timeline and circumstances under which each 
     employee described in paragraph (1) had access to personal 
     data of veterans or employees of the Department of Veterans 
     Affairs stored in facilities, systems, and databases 
     described in subparagraph (B) of such paragraph;
       (3) within which of the facilities, systems, and databases 
     described in paragraph (1)(B) the information described in 
     paragraph (2) was accessed; and
       (4) whether the roles of employees described in paragraph 
     (1) require continuing access to data described in paragraph 
     (2).
       (b) Limitation on Availability of Funds for Basic Pay of 
     Secretary of Veterans Affairs.--If the report required by 
     subsection (a) is not received by the committees described in 
     subsection (a) during the period beginning on the date of the 
     enactment of this Act and ending on the date that is 30 days 
     after the date of the enactment of this Act, none of the 
     funds appropriated by this title may be used to provide basic 
     pay for the Secretary of Veterans Affairs during the period 
     beginning on the date that is 30 days after the date of the 
     enactment of this Act and ending on the date on which the 
     report required by subsection (a) is received by the 
     committees described in such subsection.
