  SA 3020. Mr. MERKLEY submitted an amendment intended to be proposed 
to amendment SA 2976 submitted by Ms. Collins and intended to be 
proposed to the bill H.R. 3944, making appropriations for military 
construction, the Department of Veterans Affairs, and related agencies 
for the fiscal year ending September 30, 2026, and for other purposes; 
which was ordered to lie on the table; as follows:

       At the appropriate place in title II, insert the following:

     SEC. 2__. LIMITATION ON AVAILABILITY OF FUNDS TO CARRY OUT 
                   REDUCTIONS IN FORCE AT DEPARTMENT OF VETERANS 
                   AFFAIRS.

       None of the funds authorized to be appropriated by this 
     title for the Department of Veterans Affairs may be obligated 
     or expended to carry out a reduction in force at the 
     Department of Veterans Affairs unless such reduction in force 
     is carried out in full accordance with the policies, 
     procedures, and guidance set forth in part 351 of title 5, 
     Code of Federal Regulations, as in effect on the day before 
     the date of the enactment of this Act, including all four 
     phases of the reduction in force procedure set forth under 
     such part.
