  SA 3017. Ms. HIRONO submitted an amendment intended to be proposed to 
amendment SA 2976 submitted by Ms. Collins and intended to be proposed 
to the bill H.R. 3944, making appropriations for military construction, 
the Department of Veterans Affairs, and related agencies for the fiscal 
year ending September 30, 2026, and for other purposes; which was 
ordered to lie on the table; as follows:

       At the appropriate place in title II of division A, insert 
     the following:
       Sec. ___.  None of the funds made available in this title 
     shall be used to prohibit a woman veteran from accessing 
     abortion services or abortion counseling if determined 
     medically necessary by a health care professional when the 
     life or the health of the pregnant woman would be endangered 
     if the pregnancy were continued or if the pregnancy is the 
     result of an act of rape or incest.
