  SA 3003. Mr. BLUMENTHAL submitted an amendment intended to be 
proposed by him to the bill H.R. 3944, making appropriations for 
military construction, the Department of Veterans Affairs, and related 
agencies for the fiscal year ending September 30, 2026, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the end of title II, add the following:

     SEC. 2__. LIMITATION ON AVAILABILITY OF FUNDS FOR ANNOUNCING 
                   OR FINALIZING CHANGES TO SCHEDULE OF DISABILITY 
                   RATINGS.

       None of the amounts appropriated by this title may be 
     obligated or expended to announce or finalize a change to the 
     schedule or ratings of reductions in earning capacity adopted 
     and applied under section 1155 of title 38, United States 
     Code, until the Secretary of Veterans Affairs has submitted 
     to the Committee on Appropriations and the Committee on 
     Veterans' Affairs of the Senate and the Committee on 
     Appropriations and the Committee on Veterans' Affairs of the 
     House of Representatives proper notification of the specific 
     change.
