  SA 2996. Mr. BLUMENTHAL submitted an amendment intended to be 
proposed by him to the bill H.R. 3944, making appropriations for 
military construction, the Department of Veterans Affairs, and related 
agencies for the fiscal year ending September 30, 2026, and for other 
purposes; which was ordered to lie on the table; as follows:

        At the appropriate place in title II of division A, insert 
     the following:

     SEC. 2__. MULTIGENERATIONAL IMPACT OF TOXIC EXPOSURES.

       (a) Availability of Funds.--Of the amount appropriated by 
     this title under the heading ``Cost of War Toxic Exposures 
     Fund'', not less than $10,000,000 shall be available to 
     establish an agreement with the Agency for Toxic Substance 
     and Disease Registry to conduct a literature review on the 
     health effects of decedents of members of the Armed Forces 
     and veterans who were exposed to toxic substances in line of 
     duty.
       (b) Requirement.--Pursuant to an agreement established as 
     described in subsection (a), the Agency for Toxic Substance 
     and Disease Registry shall
       (1) identify and conduct research to explore the 
     association between the health conditions of descendants of 
     members of the Armed Forces and veterans and specific 
     military toxic exposures; and
       (2) establish a publicly available website with information 
     on the activities and findings of the Agency.
